The doctor failed to tell patients the fact that he was using them as guinea pigs for these experiments.
As a result, his unique approach involved experimentation at the Allan Memorial Institute. Under the secret funding and direction of Gottlieb and MKUltra, Dr. Cameron put his theories to the test. He established a relationship with the Allen Memorial Institute of McGill University in Montreal, and he commuted from Albany, New York, every week to conduct his inhumane experiments at the institute. From 1957 to 1964, the CIA paid Cameron the sum of $69,000 to execute MKUltra experiments at the institute. This is approximately $726,225 in 2025 money.
Electroshock therapy
Electroshock therapy, or ECT, was employed not as a treatment, but as a weapon, used to deliberately shatter a person’s mind. Unlike conventional medical ECT, the MKUltra version involved delivering massive electrical currents to the brain, far beyond what was considered safe or therapeutic. The goal was to obliterate existing memories and thought patterns, to create a ‘blank slate’. In fact, Dr. Cameron would often administer shocks at 30 to 40 times the normal power, causing severe trauma to his patients. Without consent, individuals were subjected to a brutal treatment that caused significant and often permanent memory loss, cognitive impairment, personality changes, and potentially even physical brain damage.
His, what he called, “psychic driving” experiments consisted of putting subjects into drug-induced comas for weeks (sometimes up to three months), while playing tape loops of noise or simple repetitive statements. These experiments were performed on patients who had entered the institute for minor issues such as anxiety disorders and postpartum depression. Many of his experiments left the patients permanently damaged, with effects that included:

Combining this with sleep deprivation, drug-induced comas and sensory deprivation, the victims of MK-ULTRA did not stand a chance. The goal was to take away everything that made the person who they were and to wipe it clean so that new ideas and beliefs could be implanted. To prepare this blank slate, the patient was often connected to a barbiturate IV on one arm and an amphetamine IV in the other. This was not a medical procedure; it was a form of torture disguised as science.

However, even though each drug showed promise with each test, there were too many side effects and subjects were still able to lie to a degree. Some patients also experienced increased memory loss and brain damage from the experimentation.
Manchurian Candidate Obsession
Another aspiration in these experiments was a world where they could pull the strings. A world where they could have the perfect soldier at their beck and call that would do anything that they were told to do. The actions he took in the name of experimentation permanently altered and damaged their lives.
One of Gottlieb’s primary goals was to create a real-life “Manchurian Candidate” – a perfectly programmed assassin who could be triggered to carry out missions without any conscious awareness. His team had developed a full on Poisoner’s Handbook. Beyond mind control, Gottlieb was also the CIA’s chief poisoner. He developed a range of lethal substances designed to be untraceable, earning him the nickname “Black Sorcerer.” Some of his concoctions were intended for high-profile assassinations. One particularly chilling creation was a poisoned handkerchief designed to kill when touched.
